This module explores the nature of health policy formulation through the use of commonly used frameworks,
processes and techniques. Implementation of health policy at national, regional and local levels is examined.
Policy successes and failures are analysed to identify critical environmental and organisational considerations for
policy implementation. The module introduces the concept of Comparative Analysis and teaches participants
about health system classification frameworks and the indicators used in drawing comparisons between systems.
Students are also guided in navigating the myriad of comparative statistics and healthcare data available on the
web. The module will also introduce systems thinking and systems theory. Students will learn in practical
exercises to view themselves as part of complex adaptive organisations and organisational cultures. Students will
be guided and supported in analysing common problems and healthcare delivery challenges using systems and
design thinking.

About this Module

Learning Outcomes:

1.Be familiar with key frameworks for policy formulation and implementation.
2Understand the critical success factors as well as the barriers for the formulation and
implementation of public policy in health and social care.
3. Be familiar with international health system classification frameworks
4.Understand the key international indicators used to compare health systems
5.Understand and apply systems thinking theory to health and healthcare organisations
6. Be familiar with health systems and organisational analytical tools.
7. Explore the process and content of health policy;
8. Understand benchmarking of equity in the process and content of health policy
9. Identify the key actions and stakeholders that enables the process and content of health policy
equitable.
10. Illustrate their understanding and application of EquiFrame and EquIPP among peers and key
stakeholders.
11. Apply systems and design thinking to develop agile responses to complex organisational
challenges
