Environmental policy practitioners require an understanding of what makes an effective environmental policy initiative. Through the analysis and critique of real-life environmental policy case studies, participants in this workshop-based module will gain insight into the key enabling and constraining factors that influence the degree of effectiveness of such initiatives, using a “What”, “How” and “Who / Why” model. Components of this approach include:
• Key policy formulation, implementation and evaluation tools and techniques (“What”)
• Policy-making systems, processes and politics (“How”)
• Key actors, stakeholders and paradigms in environmental policy-making (“Who/ Why”)

Each year a range of case studies are presented, including:
• Transport
• Climate Change
• Bioeconomy
• Water
The particular case studies selected for each theme (and the themes themselves) may vary from year to year, depending on contemporary developments in the environmental policy field and will draw from national, EU and international arenas.




About this Module

Learning Outcomes:

On completion of this course, the successful student should, inter alia, have:
• An appreciation of the key factors which influence the degree of effectiveness of environmental policy initiatives.
• An awareness of tools available to address a range of local and global environmental challenges.
• A capacity to undertake a rudimentary analysis of environmental policy initiatives using some of the tools / models discussed in the module workshops.
• Enhanced transferable skills such as critical thinking, teamwork and communications.

Indicative Module Content:

This module will be divided into a number of constituent parts:
• Introduction to environmental policy analysis
• Overview of analysis frameworks
• Overview of environmental policy-making process at EU and National Level
• Case studies associated with selected themes including Water, Transport, Climate and Energy, Bioeconomy
• Future of environmental policy-making
